According to Sheriff Kent Oberkrom, at around 11:00 p.m. on Friday evening, May 9th, Cpl. Aaron Brown attempted to conduct a traffic stop on a dark-colored Honda sedan near Hillcrest and Indiana Streets, Windsor, for a registration violation. When Cpl. Brown activated his vehicle’s emergency lights, the Honda accelerated away, resulting in Cpl. Brown also activating his siren.
A second vehicle, a light-colored Lincoln which initially appeared to have been following the Honda, then refused to yield to Cpl. Brown’s emergency vehicle as well. The Lincoln decreased its speed considerably, as well as drove down the middle of Hillcrest, refusing to allow Cpl. Brown to pass. The Honda continued to speed away, then ran a stop sign as it turned right onto Windsor Street. Cpl. Brown was finally able to maneuver around the Lincoln, then continued after the Honda.
In the 1000 block of South Windsor, Cpl. Brown located the Honda parked in front of a residence, unoccupied. While checking on the Honda, the Lincoln then drove past the residence. It accelerated heavily, throwing rocks and debris into the air, then ran the stop sign at Windsor and Indiana, before making a left turn toward South Main. The Lincoln again accelerated heavily, heading north on Main Street.
An initial search of the Honda revealed two (2) clear, plastic bags containing a crystallized substance believed to be methamphetamine, items of drug paraphernalia, as well as several forms of identification for the possible driver of the vehicle.
Several minutes after the Honda was discovered unoccupied, Henry County Central Communications received a report of a motor vehicle accident on North Main just inside Pettis County, involving a light-colored Lincoln. Deputy Antonio Thurman responded to the location of the accident and spoke with witnesses at the scene. It was reported that a male subject and a female subject carrying an infant, emerged from the wrecked Lincoln, then both subjects fled on foot, the female still carrying the infant. The registration on the wrecked vehicle checked back to a residence in the 1000 block of South Windsor.
Major Rob Hills, Sgt. Mike Nelson and Deputy Brandon Steward responded to assist with canvassing the areas around the 1000 block of South Windsor and North Main Streets, in an attempt to locate any of the parties involved with either incident. Shortly before 1:00 a.m., a male subject was located lying in tall grass in the vicinity of the motor vehicle accident, who appeared to be injured. The male subject was transported by Windsor Ambulance, then later flown out by helicopter for advanced treatment, due to his injuries.
At around 2:30 a.m., the female occupant and the infant from the wrecked Lincoln were located at a residence in the 300 block of North Windsor Street. Both appeared to be unharmed from the accident, however were checked by Windsor Ambulance for injuries.
Deputies continued to investigate these incidents early into the morning and shortly after 5:00 a.m., Candace J. Weakley, age 27, of Kansas City, was arrested in the 100 block of Hillcrest Drive on a Jackson County felony parole absconder warrant, as well as 24-hour investigative holds for the felony charges of possession of a controlled substance (methamphetamine), unlawful possession of drug paraphernalia, felony resisting arrest and failing to yield to an emergency vehicle.
“This series of events occurred as a result of a minor traffic violation that a deputy was attempting to investigate. Many investigative and warrant arrests occur each month involving drug and alcohol offenses, as well as for impaired drivers, which are the direct result of traffic stops for these minor violations. While these stops may seem inconvenient at times, it is a vital part of the day-to-day operations conducted by law enforcement in our communities, in an attempt to make our streets and roadways safer”, Sheriff Oberkrom stated.
