Missouri State Highway Patrol: Colonel Ron Replogle Retires As Patrol Superintendent

Colonel Ron Replogle retires as Missouri State Highway Patrol superintendent effective May 1, 2015. Colonel Replogle is a 31-year veteran of the Patrol, and served as its 21st superintendent for the past five years. 

Replogle was appointed to the Patrol’s Law Enforcement Academy in 1984, as a member of the 56th Recruit Class. He served as a road trooper in Troop D, with assignments in Greene, Newton, and Webster counties. Replogle was promoted to corporal and designated assistant zone supervisor in 1990. He was promoted to sergeant and designated zone supervisor in 1992. He transferred to the Division of Drug and Crime Control’s Troop D Unit in 1994. In 1996, he was promoted to lieutenant and assigned to the Professional Standards Division, General Headquarters, Jefferson City. In October 1999, he transferred to the Division of Drug and Crime Control, General Headquarters, and was designated the assistant director of that division. Replogle was promoted to captain in 2001, and designated director of the Division of Drug and Crime Control. In 2006, Replogle was promoted to the rank of major and designated commander of the Criminal Investigative Bureau. He was promoted to colonel and designated superintendent in 2010, after being nominated by Governor Jay Nixon and confirmed by the Missouri Senate.

Replogle was born in Marshfield. He graduated from Marshfield High School in 1978. He attended the University of Missouri-Rolla from 1978 to 1980. In 1999, he graduated from the Northwestern University Traffic Institute Police Staff and Command School. Colonel Replogle and his wife, Cindy, have two grown children and a grandson.

Bates County Memorial Hospital honors Barry Bise on his retirement

BATES COUNTY, Mo - On April 28, 2015 Bates County Memorial Hospital honored Barry Bise on his retirement from the hospital.
Family, friends and co-workers joined Barry in his celebration. Barry began his employment in October, 1972 as a Laboratory Technologist in the Laboratory Department and worked until August, 1983. From 1985 to 1986 Barry provided limited coverage in the Laboratory, and then transferred to full time employment again in July, 1988 through December, 1992. In February, 1994, Barry returned full-time as a Medical Technologist until his retirement in 2015.

Barry has many fond memories of all of the employees he has worked with throughout the years. His presence and strong work ethic will be missed. On behalf of the staff and Board of Directors,

Barry was presented with a wall pendulum clock by Mr. Ed Hannon, Chief Executive Officer.

Butler Elementary School:

Summer School letters and enrollment forms went out last week and are due back by Friday May 8th. Summer School begins on Tuesday May 26th - Friday June 19th.

It is open to all students in the elementary and goes from 8:00am - 12:30pm each day including breakfast and lunch.

There are extra copies of the letter and enrollment form in the office just in case yours didn't make it home!

Weather Update: Scattered Showers This Weekend

More perfect weather expected for Thursday and most of Friday. A few showers and thunderstorms will work their way into the area for this weekend, mainly north of Interstate 70. Severe weather is not anticipated with these rain showers. The wet pattern picks up and persists through the early part of next week.

Obituary - Donald R. Smotherman

Donald Ray Smotherman, age 78, of Laurie, passed away Monday, April 27, 2015, at his home. He was born December 6, 1936, in Kansas City, Kansas, a son of the late Fred R. and Eula Fay (Waggoner) Smotherman.

Don spent most of his childhood in the Quindaro area of Kansas City, Kansas, where he attended and graduated from Wyandotte High School. He had a lifetime career as a pipefitter out of Kansas City’s Union Local 533. During his apprenticeship, he received the National Apprentice of the Year award at Purdue University. He was united in marriage to Beverly Ann Lance from the Rosedale area of Kansas City, Kansas on May 19, 1956. The couple then began a lifelong walk in the Christian faith. Don and Bev were blessed with two sons, Steven R. Smotherman and Ronald L. Smotherman.

Don and Bev resided in the Kansas City and Shawnee areas of Kansas. Upon retirement, they moved to the area they loved the most on the Lake of the Ozarks. They lived the remainder of their lives enjoying their beloved lake and the Senior Citizens Center located in Laurie.

In addition to his parents, Don was preceded in death by his wife, Beverly, with whom he shared fifty-six years. He is survived by his sons, Steven R. Smotherman of Climax Springs, Missouri and Ronald L. Smotherman (Pam) of Butler, Missouri; two brothers, David L. Smotherman (Alice) of Lenexa, Kansas and Robert D. Smotherman (Bonita) of Hollister, Missouri; one sister, Carol J. Huntsman (David) of Kearney, Missouri; four grandchildren, Josh, Sherrie, Penny and Nathan; several great-grandchildren; many nieces and nephews and his good friend, Pauline Turner. He will be missed by his family and many friends.

Funeral services will be held at 11 a.m. Saturday, May 2, at the First Assembly of God Church in Versailles. Graveside services and interment will follow in Garber Memorial Estates Cemetery in Laurie. The family will receive friends from 10 to 11 a.m. Saturday at the church. Memorial contributions are suggested to the American Cancer Society. Expressions of sympathy may be left online at www.kidwellgarber.com.

Arrangements are under the direction and care of the Kidwell-Garber Laurie/Sunrise Beach Chapel.

Minor Traffic Accident on I-49

The Butler Fire Department along with The Missouri State Highway Patrol is in route to a 2 vehicle accident on Interstate I-49 around Mile Marker 129.

The accident is involving a truck that has been side swiped by a semi truck. Bates County EMS is in route to scene just to check out the children in the vehicle just for safety precautions.


Mid America Live will update this when and if more information becomes available. 


The accident is minor so we are unsure if an additional information will be announced.

Nevada man arrested after assault with a whiskey bottle

The Nevada Police Department would like to announce that we have concluded an investigation of a felony assault case that occurred on April 28th, 2015. Officers were dispatched to the 500 block of W. Godfrey Lane in reference to an assault that had just occurred.

Responding Police Officers discovered an unconscious male subject lying in the yard of the residence. The victim appeared to have sustained head injuries that rendered him unresponsive. Police provided emergency first aid to the victim until medics arrived on scene.

Investigating Officers determined that a male suspect, known to the victim had fled the scene prior to law enforcement arrival. Witness’s advised officers on the scene that the victim had received multiple head wounds after being assaulted with a glass whisky bottle. The victim was transported by Vernon County Ambulance to the Nevada Regional Airport where he was transported to a medical facility by helicopter.

Nevada Police Officers began searching for the suspect and were able to locate him at an area hospital where he was receiving treatment for minor injuries. After obtaining investigative leads, police arrested the suspect without incident.

The assault suspect was identified as a 31 year old Nevada resident: Kenneth L Biles Jr. Biles was taken into custody and transported to the Vernon County Jail.

An Arrest Warrant was issued by the Vernon County Associate Circuit Court on the following charge:

Assault 1st Degree, a class B Felony.

Biles is being held in lieu of a $50,000 cash or surety bond.

Torch Run in Nevada this Saturday


Crises Intervention Team has 2 new members

Two local law enforcement officers have recently completed Crises Intervention Training and joined the local CIT Coordinating Council. Nevada Police Officer Justin Varner and Vernon County Sheriff's Deputy Nick Norval recently returned after completing an intensive week of CIT training, conducted at the Lee Summit, Missouri Police Department. 

These newly trained CIT Team members join other Nevada Police Officers and Vernon County Deputies who serve along with the CIT Coordinating Council. The Council consists of several community partners working in the mental health career field, consumers and their families. The focus of the group is to serve the needs of the entire area in a more efficient manner, while offering guidance to Local Law Enforcement.

The CIT Course is forty hours of training and includes instruction in the following topics: overview of metal illness, medication management and identification; de-escalation techniques; steps to prevent suicide; family and consumer panels; site visits; and cultural diversity.

Upon graduation, the officers are awarded a certificate of completion and a special uniform insignia which designates them as specially trained.

Police Chief Graham Burnley states, "The CIT Team continues to serve our community with a professional response to a mental health crisis. I'm proud of these officers taking on more responsibility and helping in a positive fashion."

St.Clair County Sheriffs Office: Burglary Report

On Tuesday, evening April 28, a St. Clair County deputy took a burglary report on NE 50 Road, Osceola. Dan Purdy reported several pieces of jewelry missing from his residence. The next morning, Yvonne Purdy reported they also noticed other items missing. She said a white, 1992 Pontiac Firebird convertible with a black top, was missing along with a .357 caliber handgun and holster.

St. Clair County Sheriffs Office: Lees Summit woman arrested

On April 28, Loren Hernandes, 18, Lee’s Summit, was arrested at the St. Clair County Jail on a Carroll County warrant charging her with a class A misdemeanor of property damage-second degree. 

Bond is set at $5,000 with 10 percent cash allowed.

St. Clair County Sheriffs Office: Osceola woman arrested

On April 28, Jami Faulkner, 44, Osceola, was arrested on a St. Clair County warrant charging her with a class C felony of possessing a controlled substance. 

The charge stems from traffic stop by the Osceola Police Department on April 26. Bond is set at $25,000 cash or surety.

Obituary - Hugh Edward Tiedeman

Hugh Edward Tiedeman, 82, Harrisonville, Missouri, died Tuesday, April 28, 2015 in Kansas City, Missouri. Funeral services will be held at 11:00 a.m. Saturday, May 2, 2015 at the First Baptist Church in Peculiar, Missouri with visitation from 10:00-11:00. 

Burial will be in Wills Cemetery, Peculiar, Missouri. Memorial contributions may be made to the First Baptist Church Youth Center, Peculiar.

Three Nevada Residents arrested on drug charges

Three Nevada residents have been arrested on drug charges in Vernon County. Nevada Police Department Officials say, three Nevada resident have been taken into custody following a drug investigation by Nevada PD. Officials say, officers served a search warrant in the 1000 block of North Cedar on Friday. Nevada PD developed information from a reliable informant that illegal drug activities were taking place at the residence.

Investigating officers developed investigative leads, before executing the search warrant, where officers recovered suspected drug paraphernalia and illegal drugs. The suspects have been as 27 year old Kory Ellifrits, 34 year old Tracy Doughty, and 27 year old David Dixon, were taken into custody without incident. Ellifrits is charged with possession of a controlled substance, unlawful use of drug paraphernalia, and maintaining a public nuisance. He is being held in the Vernon County Jail.

House and Senate Reach Agreement on Fiscal Year 2016 Budget

The House and Senate have been very busy finalizing the Fiscal Year 2016 State Operating Budget to send on to the Governor. An important change for Education will be the budget adjustments and addition of restrictive language to move Missouri toward new education standards and away from Common Core.

House and Senate Reach Agreement on Fiscal Year 2016 Budget (HBs 1 – 13)
After several long days of negotiations and discussion, the House and Senate finally worked out their differences and gave final approval to the Fiscal Year 2016 state operating budget. The bills now move to the governor’s desk a full two weeks ahead of the constitutionally-mandated budget deadline.

During the budget process, the Senate made significant changes to the House version of the state spending plan, including a lump-sum budgeting approach that included 4 to 6 percent cuts to health, mental health and social services programs. These changes drew the scrutiny of some on the House side and even lost the backing of leadership in the Senate as negotiations progressed. The final version of the budget approved by both chambers moves much closer to the original House spending plan, but does take some fiscally responsible steps to rein in the growth of the state’s social welfare programs. The final version of the budget does include the Senate’s plan to move Missouri’s Medicaid population to a system of managed care, but the transition will occur slowly and only after the plan has been reviewed.

The $26 billion spending plan that will take effect on July 1 of this year does include record levels of funding for elementary and secondary education. In total the state is now spending just under $5.8 billion on public K-12 schools, which represents more than 22.2 percent of total state spending. More than $3.2 billion of that funding is state general revenue, which represents more than 36 percent of the $8.85 billion state dollars over which the legislature has direct spending authority. The budget also includes significant boosts to several important education programs, and sizeable funding increases to the state’s public colleges and universities.

Some of the funding highlights contained in the FY 2016 budget include:
· An additional $84 million for the School Foundation Formula for K-12 public education;
· An increase of more than $2.4 million to the Parents as Teachers Program;
· Full funding for virtual education;
· Funding to create a state dyslexia coordinator;
· A $12 million increase for performance funding for Missouri’s public institutions of higher education;
· More than $5 million in new equity funding for Missouri’s two-year colleges;
· Funding to establish a state military advocate;
· A 3 percent funding increase to providers who care for elderly and developmentally disabled Missourians
· A 3 percent provider rate increase for autism projects; and
· Additional funding for MoHealthnet adult dental benefits.

House Sends Unemployment Reform Legislation to Governor (HB 150)
The governor will have the opportunity to sign legislation that supporters say will keep Missouri’s system of unemployment financially stable. House members gave final approval this to a bill that would link unemployment benefits to the rate of unemployment, and ensure the state keeps more money in the unemployment trust fund.

Supporters of the bill said it is meant to protect the state’s unemployment system from insolvency in the event there is another economic downturn. Missouri is the only state that has been forced to borrow money from the federal government to pay for unemployment benefits during each of the last five economic downturns. Borrowing federal dollars has the added negative impact of taking away a portion of a federal tax credit businesses normally receive. The legislation is designed to make sure the state has enough money in its unemployment trust fund so that businesses don’t have to pay a penalty. Specifically, it would increase the minimum amount of money in the fund before employers’ contribution rates decrease. For example, Missouri businesses would see their contribution rates decrease by 12 percent if the fund has a balance greater than $870 million.

The bill also ties unemployment benefits to the average unemployment rate so that more benefits are available when unemployment is high. If the state were in a position of high unemployment (9 percent or higher) benefits would be available for 20 weeks. In periods of low unemployment (lower than 6 percent) benefits would be available for 13 weeks. Supporters noted that a similar system is already in place in states like Georgia and Florida. They call the change an important step toward ensuring Missouri can afford to help its citizens during times when they are without work.

The bill lost some support in the House after key changes were made in the Senate. Several House members who had supported the House version of the bill changed their votes to no because of a Senate amendment that would define severance pay as wages. Opponents said the change would make it even more difficult for unemployed Missourians to obtain the financial support they need to pay their bills and keep food on the table.

The governor now has the option to sign or veto the bill. The legislation received 88 yes votes in the House, which is 21 votes short of the number needed for a successful veto override.

Get ready Bates County for The Elknuckle Bike Show

The Bates County Elks Lodge invites everyone to their “Elknuckle Bike Show” on Saturday, May 9th from 10am – 4pm. Registration is from 10am – 12pm at the Bates County Elks Lodge on Elks Drive and the cost is $12 per bike.

Ohio Street United Methodist Church Steak and Hamburger Dinner

The Ohio Street United Methodist Men and Women will have their annual steak and hamburger dinner with certified Angus beef, on Friday, May 15th from 4:30 - 7 PM. Dinner will be served with baked beans, baked potato or chips, and includes a roll and drink. A variety of homemade desserts will be available for an additional $1.50. Steak dinners will be $13.50 and hamburger dinners will be $6.50. 

Tickets may be purchased in advance from one of the United Methodist Men or at the door, 205 West Ohio Street in Butler. Proceeds help to fund local scholarships and charities.

Duties on the utility side include customer service, word processing, utility billing, cash receipting and other duties as assigned. The court clerk aspect of the job includes clerical and judicial administrative functions of the court; maintaining accurate records; planning, scheduling and coordinating cases for hearings; preparing court dockets; and collecting fines, courts costs and bond monies.

Bates County Animal Shelter

My name is Bert Allen Brooks and I am the director at House Of Hound which is a home based state licensed 501c3 non-profit dog rescue based in Grandview, Missouri. I am now entering into my second year of operations and have been looking for a location where my services are really needed. Zoning issues here in Grandview only allow me to do so much so I now need to think bigger and in new directions. Over the past several months I have worked almost exclusively in Bates County and have seen the real need in the community for a facility/shelter which would be a welcome family friendly environment the entire Bates County community can utilize. I eventually would like to incorporate a dog park, dog walk and maybe a pet cemetery. I have allot to offer the community and would also be extending support to Animal Control Officers not only in Butler but County wide. I have spoken with County and City Officials on several occasions and everyone has been very helpful and positive about my move to Bates County. I have also been working very hard on my own and with local realtors, looking at many properties throughout the County. Realizing what kind of funds I will now have to raise in order to bring a real Animal Shelter to the area I would like to see if your news organization would be willing to run a story on the efforts taking place right now. Long Time Nevada Business Closing In June

A longtime Nevada manufacturing facility is set to close it's doors in June. American Standard, formerly Crane Plumbing, notified employees on Friday that they will be ceasing operations in their Nevada manufacturing facility effecting on Tuesday, June 30th of this year. 

The plant was originally part of Crane Plumbing, LLC, but was merged with two other entities to form American Stand Brands in 2009. Company executives informed the 133 employees in Nevada that production would be relocated to there facilities within the American Standard Brands operations, which includes 50 production facilities worldwide. The Nevada plant makes sanitary chinaware products such as toilets, urinals, and bathroom sinks. 

American Standard CEO Steve Delarge says in a press release that the decision, while difficult, was unavoidable in the interested of securing the company's future. Plans for the plant itself are not known at this time.

Bates County Sheriffs Office: CCW Classes

The Bates County Sheriff's Office will be hosting a free CCW class on May 16th. This class is for Bates County residents only. You must provide ear and eye protection. The class is 8 hours long and starts at 8 a.m.

Nationwide Drunk Driving Crackdown: Drive Sober Or Get Pulled Over

Local police will be out in full force as part of the annual nationwide Youth Alcohol Enforcement “Drive Sober or Get Pulled Over” crackdown on drunk driving. The crackdown, which will include high-visibility enforcement throughout St. Clair County, will run from May 1 – May 12.

The effective nationwide drunk driving crackdown will include high-visibility enforcement, high-profile events, and will be supported by national paid advertising, creating a comprehensive campaign to curb drunk driving during the campaign.

St. Clair County Sheriff Scott Keeler said deputies will be aggressively looking for drunk drivers during the crackdown. Although it is illegal to drive drunk far too many people across the nation get behind the wheel after consuming too much alcohol. The latest statistics from the National Highway Traffic Safety Administration underscore the serious nature of the nation’s continuing drunk driving epidemic.

Every year, about one third of all motor vehicle traffic deaths involve one or more impaired drivers or motorcycle operators. There were 191 people killed and 640 seriously injured in 2014 Missouri traffic crashes that involved at least one substance-impaired driver by either alcohol and/or drugs.

The Youth Alcohol Enforcement is particularly dangerous. During the Youth Alcohol Enforcement six people were killed and 29 seriously injured in Missouri traffic crashes that involved at least one substance-impaired driver (alcohol and/or drugs). A substance impaired driver less than 21 years of age was involved in two of the serious injuries.DWI arrests were made statewide.

“Research has shown that high-visibility enforcement like the 'Drive Sober or Get Pulled Over' campaign reduces drunk driving fatalities by as much as 20 percent. By joining this nationwide effort, we will make St. Clair County roadways safer for everyone throughout the holiday,” said the sheriff. “We want to remind everyone that getting behind the wheel drunk is a terrible idea. Unfortunately, not only does drinking impair your ability to operate a vehicle safely, it also impairs your judgment and good sense about whether you can, or should drive. If you have any doubt about your sobriety, do not get behind the wheel. If you do chose to drive impaired, you will be arrested. No warnings. No excuses,”

The sheriff noted that being arrested for driving drunk brings a wide range of negative consequences into one’s life. Drunk drivers face jail time, loss of their driver licenses, and steep financial consequences such as higher insurance rates, attorney fees, court costs, lost time at work, and the potential loss of job. When family, friends and co-workers find out, violators also often face tremendous personal embarrassment.

“Driving drunk is simply not worth the risk. So don’t take the chance. Remember, we will be out in force and we will be watching, so ‘Drive Sober or Get Pulled Over,’” said Sheriff Keeler.
