- Around 3am this morning 5-17-14 The Missouri State Highway Patrol arrested 27 year old Arnold L. Garrison of Rich Hill, Missouri. Mr. Garrison was arrested on 1.) Driving while intoxicated 2.) Careless and imprudent driving involving accident 3.) No insurance. He was booked into the Bates County Jail and later released.
