Important test Nov. 9th to be on TV and radio stations...

The U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) and the Federal Communications Commission (FCC) will conduct the first nationwide test of the Emergency Alert System (EAS) on Wednesday, November 9 at 2:00 p.m. (Eastern) and may last up to three and a half minutes. On November 9, the public will hear a message indicating that "This is a test." The audio message will be the same for both radio and television. A Nationwide EAS Test will help the federal agencies and EAS participants determine the reliability of the system and its effectiveness in notifying the public of emergencies and potential dangers nationally and regionally.

The public is used to hearing these tests on radio and television, but not for the expected three and a half minutes. This message is to be broadcast additionally on cable and satellite television as well as satellite radio, which in the past, have not fully participated. This message will be on every channel and every station that some one could be expected to be listening to. The EAS participants will then report back to FEMA on the outcome of forwarding this message through their respective systems.

This notice is being sent, as will other public service announcements to come from the Federal government, to inform you of this test and to pass this information on to your employees and/or citizens where possible. Our main concern is people not being aware of this test and flooding 911 centers with questions about a national emergency. This test could be postponed if conditions warrant, such as a real emergency or severe weather conditions so as not to confuse the public.

Atmos gas rates to drop? yes...

To reflect estimated changes in the wholesale cost of natural gas as well as a change in the company's Actual Cost Adjustment (ACA) factor, Atmos Energy Corporation (Atmos) customers will see natural gas rates drop under a filing that takes effect on November 1, 2011.

The ACA factor is a mechanism which tracks any over-collection or under-collection of actual natural gas costs over a 12 month period. The net over- or under-collected balances are subsequently either refunded or collected the next year.
Southeast District (SEMO, Neelyville): Residential customers currently pay approximately $0.64 per Ccf (per hundred cubic feet) of natural gas. Under this filing, the rate will drop to approximately $0.61 per Ccf, a decrease of approximately $0.03 per Ccf. Atmos serves Southeast District customers in the Missouri counties of New Madrid, Pemiscot, Ripley, Butler, Cape Girardeau, Dunklin, Scott, Iron, Wayne, Stoddard and Mississippi. Northeast District (Hannibal, Canton, Bowling Green, Palmyra): Residential customers currently pay approximately $0.65 per Ccf of natural gas. Under this filing, the rate will drop to approximately $0.60 per Ccf, a decrease of approximately $0.05 per Ccf. Atmos serves Northeast District customers in the Missouri counties of Clark, Lewis, Knox, Marion, Pike, Ralls and Scotland.

West District (Butler, Rich Hill/Hume): Residential customers currently pay approximately $0.59 per Ccf of natural gas. Under this filing, the rate will drop to approximately $0.54 per Ccf, a decrease of approximately $0.05 per Ccf. Atmos serves West District customers in the Missouri counties of Bates, Cass, Henry and St. Clair.

Kirksville District: Residential customers currently pay approximately $0.64 per Ccf of natural gas. Under this filing, the rate will drop to approximately $0.62 per Ccf, a decrease of approximately $0.02 per Ccf. Atmos serves Kirksville District customers in the Missouri counties of Macon, Adair and Schuyler. The PSC continues to encourage customers to work to reduce their energy consumption. A number of energy saving tips can be found on a website (www.beenergyefficient.org) from the Missouri Public Service Commission and the Missouri Department of Natural Resources.Approximately 65% to 75% of a customer's natural gas bill reflects the cost of natural gas from wholesale suppliers. The wholesale cost of natural gas (the cost your local natural gas company must pay to its suppliers for natural gas) is not regulated by the Missouri Public Service Commission. The wellhead cost of natural gas is unregulated and is primarily driven by supply, demand and the weather. The Missouri Public Service Commission does conduct an annual regulatory review to ensure that regulated natural gas companies make prudent decisions in securing natural gas supplies for their customers.

Atmos serves approximately 56,300 natural gas customers in Missouri.

As Winter creeps closer...

Before we know it we'll be dealing with freezing temps and worse yet, extreme Winter weather. The following is some recommended reading provided by the Bates Count Office of Emergency Management and Homeland Security:

Severe Winter Weather

Winter is coming once again, and we all remember the blizzard that Bates County experienced on Feb 2, 2010. Now is the time to familiarize yourself and family with winter safety and safety measures.

Some of the terms used by the National Weather Service used to identify a winter storm hazard are:

Winter Storm Watch indicates that severe winter weather is in the area or expected within 12-48 hours.

Winter Storm Warning indicates severe winter weather is in the area or expected immediately and can be life threatening.

Ice Storm Warning is issued for ice accumulations of a quarter-inch or more.
Blizzard Warning is issued when sustained winds or frequent gusts to 35 miles per hour or greater and considerable amounts of falling or blowing snow (reducing visibility to less than a quarter mile) are expected to prevail for a period of three hours or longer.

Frost/Freeze Warning is issued when below freezing temperatures are expected.

Freezing Rain is rain that freezes when it hits the ground, creating a coating of ice on roads, walkways, trees, and power lines.

Sleet is rain that turns to ice pellets before reaching the ground.

The State of Missouri Emergency Management Agency recommends that Missourians can prepare for winter by:

Create a family emergency plan and creating an emergency kit with bottled water, canned and dried food that can be prepared without cooking in case of power outage.

Securing an alternate fuel source such as firewood or a generator. Make sure your fireplace functions properly. If you have a generator, make sure you have fuel and that it functions properly. Only operate the generator outdoors. Keep a fire extinguisher on hand.

Creating a winter car kit in the trunk of the car. This includes: windshield scraper and small broom, flashlight, blanket, spare radio with batteries, snacks or energy type food, water, jumper cables, flares and matches, shovel, sand or shingles to give tires traction, extra hats socks and mittens, first aid kit, fluorescent distress flag.

Learn how to shut off water valves in case a pipe bursts.

From the desk of Senator David Pearce

The Missouri Senate is never a quiet place. Even though the special session just ended, the time between legislative sessions, meetings and discussions and preparations for the upcoming session keeps us busy. Sometimes the interim is the only time that certain committees can meet. Occasionally, committees are created during the interim in order to utilize the time for research and discussion.

This interim, in response to the many natural disasters our state witnessed this year, Senate leadership created the Senate Interim Committee on Natural Disaster Recovery to focus on various forms that disaster recovery takes in our state. Three subcommittees focused on emergency, fiscal, and insurance response.

The Subcommittee on Emergency Response had the responsibility of focusing on the physical response to a natural disaster, such as disaster relief, emergency crews, and utility crews. The Fiscal Response Subcommittee explored who pays for cleanup and care of affected areas until the vicinity can resume productivity. The Subcommittee on Insurance Response assumed the task of examining how beleaguered individuals and businesses file insurance after a disaster and how those claims are addressed by insurance companies, as well as the specific qualities that define a disaster in order for insurance companies to provide compensation.

Another committee, which I am proud to serve as vice chairman, continues to meet throughout the interim. The Joint Committee on Education meets typically during the interim to discuss information collected during the year regarding education and education-related issues throughout the state, such as the progress of education in our state’s public schools, as well as teachers and education funding.

In addition to this, I also serve on the Joint Interim Committee on School Accreditation. With the recent unaccreditation of the Kansas City school district and court cases in the last few years dealing with this topic, it seemed necessary to discuss the impact of accreditation on local school districts. It is our hope that by thoroughly examining the events that led to these court cases, we can improve the future of education for many students.

As I said, there aren’t many spare moments in the Missouri Senate. There are often questions that arise that need to be answered for the good of our state and its citizens. I am honored to be involved in these different panels and that I get to represent the 31st District in the shaping of Missouri’s future.

As always, please feel free to contact me or my staff with any questions or concerns at any time. We look forward to hearing your comments and suggestions and trying to answer any questions you may have. You can reach us by phone at 866-277-0882 (toll-free) or 573-751-2272, or by fax at 573-526-7381.

Senator David Pearce serves Bates, Cass, Johnson and Vernon counties in the 31st State Senatorial District.

A little more info about podcasts on Bates County Live...

We live in a busy world and in an effort to better serve you, Bates County Live is now recording certain events and making them available for you to listen to at your convenience. Podcasts are a popular method to do this with audio files.

For example, we will record the broadcast of a football game from FM 92.1 the Bullet, then place the recording on our web site in the form of a podcast...

If you're not familiar with podcasts, that's ok. A podcast is simply an mp3 type recording, like the music you may already have on your computer. There are two ways to play a podcast:

1. If your media player (Windows Media Player, VLC, iTunes, etc.) is set up correctly, you can simply click on the podcast link above and the media player will open and begin playing the program. Or:

2. You can download the program to listen later using your media player. Simply right click on the podcast link and select 'download linked file'. After the file download is complete, click on it and your media player will open and begin playing the program. Or if you like, transfer the file to your iPod, cell phone or other portable media device.

If you do not have a media player installed, we can recommend QuickTime player, it's free and can be downloaded here.
