On Oct. 10, Samuel Downs, 55, Sedalia, was arrested on a St. Clair County warrant charging him with a class D felony of non-support, total arrears in excess of 12 monthly payments due under an order of support. The warrant was issued on Oct. 1 and bond is set at $500 cash only. Downs was also arrested on a felony warrant from Kansas charging him with passing a bad check. Bond on this charge was set at $5,000 cash or surety.
