MoCHIP program returning to Butler Oct. 6th during Huckster's Day

“MoCHIP” Event is returning to Butler! Sponsored by 32nd Masonic District of Missouri Local Lodges: Butler 254, Appleton City 412, Adrian 368, Amsterdam 141
What is MOCHIP? MOCHIP is a comprehensive child identification program designed to give Missouri families a measure of protection against the ever increasing problem of missing and abducted children. MOCHIP stands for Missouri Child Identification and Protection Program. The program uses a computer disc to provide information to the parents. Microchips are not used in the program.

Missouri Freemasons are bringing this program to communities throughout the State. The Missouri Masonic Children's Foundation, the sole sponsor, is working with local Masonic Lodges to provide consistent and comprehensive MOCHIP events as part of their ongoing commitment to Missouri's children and families. This program is provided "FREE OF CHARGE" to every Missouri family who participates.

How does it work? The program consists of five major components: Digital Photographs, Digital Fingerprints, Child Information and Emergency contacts, Dental bite impression, Two (2) laminated ID cards. We ask that all participants fill out a Permission Form to participate in the MOCHIP event. Parents or guardians then fill out the Information Collection Sheet with information about their child. All information is voluntary.

The digital photographs, digital fingerprints and Child information and emergency contacts are given to the parent or guardian of the child on a mini-CD computer disk. The information on the disk is compatible with the format required by the "AMBER ALERT" program.

The dental bite impression provides an impression of the biting surface of the child's teeth, which like fingerprints, are unique to each individual. The dental impression collects enough saliva to provide a DNA sample and a source for a scent for trained canine search and recovery teams. Together, these five measures provide a powerful and recovery tool.

Who can participate? Any child from the age of 0-21. Whether it is from Missouri or bordering states, or visiting relatives for that matter, MOCHIP will process any child. Our goal is to keep kids safe!

Let’s Clear up a few Misconceptions: MOCHIP = Missouri Child Identification & Protection program. We do not use Microchips or any other invasive "chips." NO INFORMATION IS RETAINED. PERIOD! After each MOCHIP event, individual computers are wiped clean of all gathered information using specialized software, after which the private, password protected, MOCHIP server undergoes a 3-phase specialized deletion process to obliterate all files collected that day. This process takes anywhere from 45 min. to 2 hours, depending on how many children had been processed at a particular event. All that is retained by the sponsor, the Missouri Masonic Children's Foundation, is the signed permission slip that authorizes the foundation to collect the information then disband of it. IMPORTANT TO NOTE: None of the computers and/or equipment has, or ever will be, subject to any particular or extraneous Internet connections, and therefore cannot be "hacked" into for any reason for the purposes of obtaining privileged information. The MOCHIP diskettes provided are encrypted.

This event is endorsed by:
Bates County Prosecuting Attorney Hugh Jenkins
Butler Chief of Police Jerry Boyd
Bates County Sheriff Chad Anderson
National Center of Missing and Exploited Children

Event date: Oct 6th. 11 W. Dakota (South side of square) Hucksters Day 10:am to 2pm Please check the local medias for additional information or go to www.butlermasons.org.

Walter Hearting Honored at Missouri 4-H Hall of Fame

Making the best better for generations of Missouri 4-H’ers, the late Walter Hearting of Appleton City joined the Missouri 4-H Hall of Fame, held August 18 at State Fair Community College.

According to 4-H Youth Specialist Alan J. Mundey, “It wouldn’t be a stretch to say that Walter Hearting of Appleton City gave his life to 4-H—he dedicated 50 years to working with Bates County 4-H kids. Walter worked with Hudson Hustlers 4‑H members as a project leader, but for most of a half-century, Walter was the ‘official’ 4-H bus driver. When kids needed a ride to camp, Walter and his big yellow bus were there. When 4-H’ers needed a ride to Columbia for a state event, Walter had his bus gassed and ready to go. Bates County 4-H is extremely proud of Walter for his dedication to our youth.”

The Missouri 4-H Foundation recognizes individuals who have created a legacy of service to 4-H by honoring them with membership in the Missouri 4-H Hall of Fame. “These leaders have made exceptional contributions to the lives of Missouri 4-H members,” said Missouri 4-H Foundation Executive Director Cheryl Reams.

Hall of Fame inductees from 43 counties established a legacy totaling 1,625 years of service to 4‑H. Family members and friends attended the sixth annual event.

Keep food safe for tailgating

From Tammy Roberts, Nutrition and Health Education Specialist, Missouri Extension

Football season is in full swing. When you think about football, tailgating often comes to mind. It can be just as important as the game for many people. The thing that is important about tailgating, other than having a great time, is to keep your food safe so you are healthy for the next game.

Tammy Roberts from University of Missouri Extension offers the following tips for things to keep in mind when you are preparing your food for tailgating:

1. To prevent spreading of bacteria, wash your hands, work areas and utensils before working with perishable food.

2. Double wrap meats in plastic wrap or bags to prevent contamination of other foods. If possible, have a separate cooler for meats and ready to eat foods.

3. If you do cook the meat before heading to the game, be sure to cook it in plenty of time to allow it to cool before packing it in the cooler. It is important to store perishable foods at or below 40 degrees Fahrenheit.

4. To assure meat is safe, cook hamburgers and brats to 160 degrees and chicken breast to 165 degrees. Whole cuts of meat such as steak and pork chops should be cooked to 145 degrees and allowed to sit for 3 minuted before cutting.

5. Remove meat from the grill to a clean platter to avoid cross contamination. (If you put it back on the platter that held the raw meat, bacteria can latch on and grow.)

6. Pack the cooler with plenty of ice to maintain cool temperatures. If it is hot outside, transport the cooler inside the car. The heat of the trunk can make it hard to maintain the proper temperature.

7. We usually say not to leave perishable food out longer than two hours to prevent bacteria growth. If the temperature is around 90 degrees bacteria grows faster so that time is reduced to one hour.

8. Remember that food safety is important for carry-out foods as well. Plan on eating them within two hours after picking them up.

After all of that, all that is left is to enjoy the football game. Go Team!

ButlerYouth Center can use your help...

Starting September 4 and on each Tuesday and Thursday throughout the school year, 75-80 kids a night will fill the Butler Youth Center at the old high school. Kelly Stark, manager of the Youth Center, says that they start each year with the basics needed to help the center run smoothly. “But that many kids can quickly deplete the supplies that we have on hand,” said Stark. “Just think what basic supplies you need for a family of 5 and then multiply that by 15!”

The Center, which operates totally on free will donations, would appreciate the help of the community and businesses. “While there is a constant need for financial donations to help pay our staff, there are many other ways you can help,” said Stark.
The Center has some specific needs that include:

• Paper products such as paper plates, napkins, toilet paper, paper towels and plastic silver wear. We go through over 200 plates, napkins and silver wear items a week!
• Cleaning supplies including toilet cleaner, dish soap, window cleaner, bleach, Pinesol, general purpose cleaners, sponges, dish cloths and towels and trash bags.
• Arts and Crafts Supplies. The major needs are craft supplies including construction paper, card stock, water color paper, paints, markers, acrylic paint, paint brushes, glue sticks and scotch tape. In addition, we could use pipe cleaners, feathers, Styrofoam balls, foam art shapes and sheets. Art beads and jewelry making supplies are very popular with the children and they are also very expensive. Stark noted, “A great donation is inexpensive costume jewelry that has beads. We cut the strings and put those in containers for the kids to make their own jewelry.” Polymer clays, stickers, foam trays, adhesive magnets, and many other craft items are also great.
• Game supplies. Board games, kick balls, plastic bats and balls, Nerf footballs, soccer balls, hula hoops, small balls you can hold in your hand, etc. We could also use working electronic game systems and games. Rich Hill under mandatory water ration order

The voluntary rationing order for Rich Hill has been escalated to a mandatory order as of today, as issued by the city superintendent. The Rich Hill water plant cannot keep up with the demands due to the drought- usage is limited to cooking, personal hygiene, laundry and sewage. Absolutely no outdoor watering is allowed. There will be a $500 fine for anyone using water outdoors such as filling pools, watering gardens or lawns.

The order will be in effect until further notice.

Drought assistance available

Nearly 100% of Missouri is now considered to be part of the nationwide 2012 drought disaster. Fortunately, there is help available through the USDA that includes emergency funding for livestock and crop producers.

More information is available on the USDA web site here http://www.usda.gov/wps/portal/usda/usdahome?navid=DISASTER_ASSISTANCE

A grim reminder...

Dynamic Message Signs will provide weekly updates of Missouri fatalities.

JEFFERSON CITY - Motorists traveling across Missouri rely on MoDOT's electronic roadside message signs to provide important highway information. Starting Aug. 1, a new type of safety message will appear. The boards will report the number of people who died on Missouri roads so far this year, and the percentage of those people who were unbelted.

"After a six year decline in fatalities, we are now seeing an upward trend," said Eileen Rackers, MoDOT State Traffic and Highway Safety Engineer. "We want to help motorists to be more aware of safety issues when making travel decisions."

These messages will be updated weekly and shown occasionally on the 66 rural message boards and those in the metro areas.

"We remain committed to providing a safe transportation system," Rackers said. "These boards allow us an additional outlet for continued safety messages."

Missouri fatalities are up 14 percent compared to this time last year. That's equivalent to 58 additional lives lost. Daily fatality updates can be viewed on the Missouri State Highway Patrol web site athttp://www.mshp.dps.missouri.gov. While no conclusion has been made to the cause of this increase, the following facts weigh heavily:

•· During the last three years, seven out of ten vehicle occupants killed in Missouri traffic crashes were unbuckled.

•· During the last three years, one in four Missouri traffic crashed involved a young driver (under the age of 21).

•· Substance-impaired driving contributed to nearly 30 percent of all Missouri traffic fatalities in 2011.

•· Eighty percent of crashes involve some form of distracted driving.

Legislative Process Comes Full Circle

From the desk of Senator David Pearce

We are just a few days away from Aug. 28, the date that most bills passed by the General Assembly during the legislative session and signed by the governor become law. This completes the legislative cycle for those bills whose journey began in January.

The reason Aug. 28 is the typical day for bills to take effect is that it is 90 days after the constitutional end of the legislative session (May 30). Occasionally, a bill will pass with an emergency clause, which means that it becomes effective upon receiving the governor’s signature. There are sometimes bills that have entirely different effective dates, like the beginning of the following year. This often occurs when the bill affects a state agency or another entity and time would be required to implement necessary changes.

A number of beneficial measures will be taking their places in the Missouri statutes next week. Among them were bills I had the honor of sponsoring or carrying for the House.

House Bill 1042 – This measure requires the creation of a transfer library of 25 core higher education classes to facilitate transfer among public two- and four-year institutions. It also requires the development of a reverse transfer process, allowing four-year students to return to previously attended two-year schools to obtain a diploma. I ushered this bill through the Senate.

House Bill 1577 – Requires the Department of Elementary and Secondary Education (DESE) to ensure that Missouri school districts implement certain criteria relating to the transfer and placement of foster children between districts to better facilitate student success. I was honored to carry this bill in the Senate.

House Bill 1661 – Defines, for purposes of the current state income tax deduction for small businesses that create new jobs, a small business as a sole proprietorship or partnership, S- or C-corporations, limited liability corporation or partnership, or any other business with less than 50 employees. I handled this bill in the upper chamber.

House Bill 1680 – Renames the Heroes at Home program to the Show-Me Heroes program. The measure provides financial assistance to military families in need, among other provisions. I handled this bill in the Senate.

House Bill 1909 - Amends laws regarding aviation, including extending the exemption of the sales and use tax on common carriers transporting and selling aviation jet fuel from Dec. 31, 2013, to Dec. 31, 2023. This will help our rural airports in the 31st District. I was pleased to usher this bill through the Senate.

These bills are merely a cross-section of the legislation that will be set in place to benefit not only the 31stSenatorial District, but will also help create a stronger Missouri. For a list of all measures passed by the General Assembly that received action by the governor, please visit www.senate.mo.gov and click on “Governor’s Action on Truly Agreed Bills” link under the “Legislation” tab.

As always, please feel free to contact me or my staff with any questions or concerns at any time. We look forward to hearing your comments and suggestions and trying to answer any questions you may have. You can reach us by phone at 866-277-0882 (toll-free) or 573-751-2272, or by fax at 573-526-7381.

Senator David Pearce serves Bates, Cass, Johnson and Vernon counties in the 31st State Senatorial District.

Adrian man behind bars after assault on Jasper County detective

Tyler Havens
The Bates County Sheriff's Office now has Tyler Havens, 19, in custody. Havens, whose last known address was in Adrian, now faces charges in two counties after an altercation with a police detective.

Authorities had been looking for Havens, who had active warrants in Bates County for probation violation. He now faces another set of charges as a Jasper County detective was questioning him in an identity theft case on August 16th and during questioning, the detective says Havens shoved him into a wall and hit him. The officer was treated for minor injuries.

Havens also faces charges of assault on a police officer, fleeing arrest, and endangering the welfare of a child.

It's unclear at this time if he will have to face the Bates County charges before being sent back to Jasper County.

Appleton City man seriously injured in morning accident

A single car accident on 52 Highway sent an Appleton City man to the hospital with serious injuries around 5:45 this morning. Dylan J. Sampson, 24, was driving a 1998 Ford Mustang westbound on 52 Highway when his vehicle struck a horse in the roadway just east of county road SE 13365. After impact, the vehicle left the roadway and traveled through a fence, coming to rest in a pasture.

Sampson was transported to St. John's Hospital by medical helicopter for treatment. MSHP trooper D.A. Jones was assisted at the scene by the Bates County Sheriff's Department and medical first responders.

Grass fires pose serious threat

From Butler Fire Chief Jim Henry

On Thur., Aug. 23 at approximately 11:57 A.M., the Butler Fire Dept. was dispatched to a field fire at CR 6002 @ CR 1003 N. of Butler. Mutual aid was requested from Adrian Fire Dept. for a brush truck.

On arrival, it was found that a 4-wheeler being used had caught fire, spreading to a field of corn stubble. High winds and low humidity caused rapid spread of the fire to the north. The fire burned approximately 100 bales of hay and several acres of pasture. At one point, the fire jumped State Rt. D east of Passaic.

Additional mutual aid was requested from Amsterdam Fire and Rich Hill Fire.

The last units left the scene at 4:05 P.M.

At approximately 3:17 P.M., a grass fire was reported at 422 S. Main in Butler. A brush unit from Rich Hill and tanker from Butler responded and extinguished this fire, which came dangerously close to structures. The last unit left the scene at approximately 3:38 P.M.

- Chief Jim Henry

On an editorial note, grass fires have become a huge, dangerous problem here in the midwest. As you may have heard, there have been many fires along roadsides with the primary cause being a cigarette tossed out the window.

There are other causes, too, including careless burning of trash, using bbq grills and just plain accidents. However, a few days ago it was reported that bottle rockets were being shot from a moving vehicle on 71 highway that started a string of fires from Adrian to Passaic. Fortunately, our local fire departments moved into action quickly before the fires could pose a threat to any structures.

Some relief may come in the form of rain starting today through most of the weekend. However, the fire threat is sure to return shortly after.

Please use common sense in this dire situation. Our local firefighters and those who own property along our roadways really appreciate it.

The sky's the limit for airport open house Sept. 8th...

From the Butler city council meeting Tuesday evening

We'll open the Butler City Council news
with word that the annual fall cleanup will start September 10th. They'll do the area north of Fort Scott Street in the first week, September 10th and will do the area south of Fort Scott Street in the 2nd week. But you really should not be putting out junk until the week before the cleanup.

In other news, the annual Open House at Butler Memorial Airport is going to be quite an exhibition, again this year. It's scheduled for Saturday, September 8th, from ten til two. Dennis Jacobs said pilots from all over will be either flying in or driving in, to take part.

Jacobs said there'll be demonstration flights, skydiving demonstrations, displays on the field, and you can even get to fly in a helicopter for a nominal fee. Dennis said powered parachutes, as well as life flight and other aircraft are scheduled to be there.

Plenty to eat, too...get a hamburger dinner for five dollars, and there'll be a raffle for one hundred dollars worth of aviation gas, available of course, to pilots and aircraft owners.

There'll even be awards for the best home-built and factory-built biplanes. This is an activity being sponsored by five area organizations, including the Airport Booster Club...The Skydive Club of Kansas City and Butler...Spencer Aircraft Maintenance, located at the airport...Corner Hardware of here in Butler, and Dennis Jacob's business, Computer Aisle, located at Corner Hardware.

There are no city funds involved in this major activity. It's all sponsored by those we've just mentioned. That's Saturday, September 8th, from ten til two...rain date the following Saturday, September 15th.

In news from the City Council itself...You may already have heard this from an earlier broadcast, but the City of Butler has explained that due to the extreme heat and lack of rain, you may have noticed a change in the taste of city water. The water is safe to drink, and the city lake has been treated for the algae growth that has caused the difference. It will be back to normal shortly. The lack of rain and the heat wave we've experienced has caused a number of problems, including water lines breaking and trees losing their leaves early. We all hope our trees will live through all this.

As you may know, the Butler City Limits go north, up Business 71, to take in the airport. The Planning Commission will hold a public hearing, September 18th to rezone the area north of Dave's auto repair, up to the Quality Home Care building, from R-4 Multi-family Residential, to C-3 Highway Commercial.
It also will consider vacating a portion of land that extends north of Maple Street, which is unopened and unimproved land north of Lee Street. The Commission also discussed getting a new interchange at road TT, just north of the airport that would provide better access to Butler's Industrial Park.

The Butler Council is considering a resolution that would ask MPUA (the Missouri Public Utility Alliance) that would ask them to reimburse Butler for expenses involving the installation of the catalytic convertors on the generators at our power plant, and for the construction of a new sub-station at the plant. This would construct a new transmission line from the new substation at the plant, to the KAMO substation, located at the 71/52 interchange.

As for that new substation, City Administrator Mark Arbuthnot and engineer Bob Noel have been working on that possibility. It would allow Butler to take more power from the lines. A tentative route has been decided, and the City will be talking to property owners about easements for the line. Tom Durkin from the Missouri Attorney General's office says Butler needs to make sure it's complying with the Missouri Sunshine Law regulations. There was a workshop at Bates County Memorial Hospital August 15th concerning the law, which requires all meetings to be made public, except for those dealing with personnel, property, or legal matters.

And speaking of legal’s, the City Council has decided that it should again be recording minutes of meetings. This was done in the past, but was stopped years ago. Now, they feel that at least written minutes should be kept.

Butler residents voted August 7th, to keep the one-eighth-of a cent sales tax to keep Fire Department equipment up to snuff. This tax had run out, but the vote keeps it going as of January 1st. Butler's sales tax will be 7.35 cents per dollar, with that one-eighth of a penny put back.

The plan for Butler to loan its pavement roller to Rich Hill was the neighborly thing to do, and it's working. Rich Hill is working on streets and this was loan was taken care of with a lease agreement.
The City is still waiting to be notified if the unsafe structure demolition application has been approved.
And the City is now requesting bids for the Downtown Improvement Project, which has been a long time in the works. Bid advertisement is set forSeptember 14th, and bids will be opened October 8th. More information for bidders at City Hall. Work still to be done include the crosswalks, north and south, as well as benches on the sidewalks, and lighting on the courthouse lawn.

And one more reminder that the annual city fall cleanup is set for September 10th., with the area north of Fort Scott Street being handled the first week, and the area south during the week of the September 17th.
