Authorities say the incident happened on July 22, and the baby's mother says she was only with Sumter a short time before he shook her and threw her to the ground, causing the child to have serious convulsions and internal damage.
While the child is recovering, doctors indicate she will require surgeries through her young life to repair damage caused in the incident.
Initially, Sumter blamed a family pet and Phoenix's sibling for the crime. He is currently in the Linn County jail on $250,000 bond.
