The City of Butler is working with the Drury Design Team. The Butler team consists of Brian Phillips, Chairman and Abby McGrew, secretary, along with Pam Hedger, Carl Simpson, Terry Davis and Tyler Green...
Also Renee Burton, Ron Dunlap, David Brown, and Jana Allen...as well as Zach Craft, Alex Clover, and Madyson Koehn.
These teams will meet again on Friday, September 19th with both elementary and high school students, and will have a public forum at four p.m. at City Hall to discuss community needs with citizens. The design team will also have other public meetings over the course of the long-range planning.
In other Butler City Council news the Miami Creek bridge just west of the Butler Water Treatment Plant will be removed and a wider bridge will replace it.
In planning, a glitch was found in the old documents, and the right-of-way should have been 30 feet wider. Ed Steele has deeded the amount needed from his property, and the City is in touch for the Missouri Department of Transportation to do the same and MoDOT will do the construction, and this is part of next year’s planning.
Carol Hayes, Project Assistant from the Osage Valley RC&D informed City Administrator Mark Arbuthnot, that 70 free rain barrels, along with installation instructions, have been provided.
Also, a check for just over $1800 was delivered to Butler for its part in the project. Total cost was just over $2300 and the reimbursement check was for 75 percent of the total project cost.
Work toward the solar farm in Butler continues. There was a meeting September 1st.,
and the developer is still negotiating with MoPEP over the Purchase Power Agreement and the interconnection services agreement.
An extensive report by Trent Diehl, Public Works and Utilities Director, notes that the river pump station bank stabilization work has been completed, inspected and approved. The cost was just under $57,000, but that was eased by donation of over $18,000 worth of rock that was given by Randy and Steve Pitts...700 tons of rock from the Walmart construction site, which was brought about through negotiations by Trent with Randy and Steve.
Diehl also said the Ace Pipe Cleaning and televising should be completed within three weeks. And Trent said the Water Department has been very busy fixing water leaks that have happened during our hot and dry spell, which caused earth-shifting.
The Light plant has been in operation several time for the hot spell - operating to save us going above our agreement on power usage.
And still for that same hot and dry reason, we can be thankful that our river pump is up and running again. Trent said our City Lake level is down 17 inches. And spread over the acres that our lake takes in, that's a lot of water.
At least ten business leaders, particularly on the north side of the square, have asked the City to consider more hand rails for getting from vehicles up onto the sidewalk. All of the north side of the square, and some on the east side, have that problem.
They told the Council of having witnessed at least two incidents this summer when a customer fell while trying to get up or down the steps, and one customer who had to walk up to the one handrail that's available, was so tired and out of breath by the time she got on the sidewalk, she was near exhaustion.
The group is asking for more supports all around the square, but especially on the north side, where the sidewalk is highest above the street.
The Council noted that the Downtown Beautification Project includes ramps and other safeguards, but assured the group that it will have the planners take note of these requests.
Butler sports is in the news. A storage building is a project of the Butler Youth Football Federation. They have budgeted $5500 to finance the construction, and the City will build it. It will include not only storage for sports and city use, but will also house restrooms. It will be located south of the pool and should be ready for next season.
Also on the sports scene, Robb Fritts asked for an ok for the mini-NASCAR races to be held September 25, with the money made on that venture will go to build bleachers, a press box and a field house for the new Butler Bears track, just west of the football field.
Jim Wheatley's report to the City Council noted that nine nuisances that have been taken care, but that same number applies to new projects.
The Council gave the ok to three proposals: Revisions were made to the ordinance concerning parking regulations for residential areas...an ordinance concerning parking space requirements for different types of uses will include regulations on parking requirements for restaurants and various retail businesses. The general rule is that any business should have ample parking for customers.
And the ordinance on dogs and cats will be revised to change the age that either type of pet must have a license...that is to be changed from three months to six months, since rabies immunization shots can't be done until the pet is at least six months old, and so a license won't be required until that age.
One other change was that the fee for getting back pets that have been picked up, is lowered from the 65 dollar charge for dogs, to 52 dollars for cats.
The Fall Citywide Cleanup is set for the week of October 10th for all houses south of Fort Scott Street, and the following week of October 17th, for all homes north of Fort Scott Street.
Rules remain the same...old furniture, appliances, paint, batteries, and miscellaneous junk will be picked up. However, brush and limbs must be placed separately by the curb, and all the extras should be apart from your regular trash, and also placed at the curb. And leaves must be bagged in City of Butler leaf bags, for them to be collected. No tires or construction and/or building materials such as lumber, plywood or shingles will be picked up. And if your junk "runneth over," make special arrangements with Bates County Disposal, phone 679-5654.
And this is for Butler residents only. Have trash or brush ready at the curb by six a.m. on the Monday...the first day of your week's cleanup. And don't start setting things out more than a week ahead of your time.
